The Bayside neighborhood is developing into an exciting neighborhood in which to live, do business, and recreate. However, rising seas and increasingly heavy rainfall events present a significant challenge to future development. How can the neighborhood remain vital as we move into a future with more water? As part of the Bayside Adapts planning process, the City of Portland is asking for designers -- professional and amateur -- to imagine what a Resilient Bayside might look like. We're looking for innovative responses that explore potential adaptation strategies from heroic infrastructure interventions to more modest approaches that integrate periodic flood waters into the community. Thanks to a generous grant from the National League of Cities, we are able to offer a cash prize of $1000 to the designer with the best response. The responses we receive aren't intended for construction but will provide context and a common vocabulary on which to ground a community conversation about resilience and adaptation.

City staff will prepare selected submissions for display in a public gallery and on the City webpage. We'll invite the public to respond to them and discuss which interventions they feel best suit the neighborhood. These responses will help inform future planning in the Bayside neighborhood. A panel of judges will evaluate each submission and choose a winner in each of three categories: Professional, Student, and Citizen Planner.
