If you are interested in applying for a 2020-2021 CDBG grant, at least one member of your organization must attend this meeting.The meeting will provide crucial information regarding the application process and specifications. Housing and Community Development Staff will be in attendance to answer questions and provide guidance.

Community Development Block Grant Program Application Process


In order to receive funds from the city's block grant program, applicants must demonstrate a given project or program's conformance with the eligibility requirements mandated by the U.S. Department of Housing and Urban Development. Programs providing an area-wide benefit must be located in one of the city's eligible areas. Programs providing direct-benefit services to recipients, 51% or more of which are Portland residents from households of low to moderate income, may also qualify for funding.

CDBG Application Dates

October 24th, 2019
2020-2021 CDBG applications are released
November 22, 2019 All applications are due by 4:00pm
March, 2020 CDBG Allocation Committee's recommendations are released
April, 2020 All appeals must be filed with the City Manager's office by April 1st, 2020 
April, 2020 City Manager will release his CDBG recommendations
April 27th, 2020  Council Meeting 1 - public comment will be taken at this meeting. All applicants are encouraged to attend.
May 4th, 2020 Council Meeting 2 - public comment will be taken at this meeting. All applicants are encouraged to attend. The City Council will vote on the final CDBG funding recommendations.
