portland news

City Manager Jon Jennings announced today that his recommendation for the City’s next Health and Human Services Director is Kristen Dow. Dow had been serving as the Interim Director since February. Her selection goes before the full City Council for approval during its regular June 17 meeting.

The Health & Human Services Department oversees the City’s Social Services division, Public Health, Elder Services, and the Barron Center, the City’s long-term skilled nursing and rehabilitation facility.

“I tapped Kristen to fill the interim role because I was impressed with her expertise and leadership skills, and have been thoroughly impressed with how she jumped in during a very busy time to get up to speed on a number of high profile and challenging issues,” said City Manager Jon Jennings. “I’m delighted that we were able to tap an internal candidate to fulfill this crucial role. Kristen shares my priority of running city operations efficiently and utilizing innovative ways in which we can provide our services. I look forward to having Kristen officially join the City leadership team.”

Prior to assuming the role of Interim Director, Dow served as the City’s Chronic Disease Prevention & India Street Clinic Program Manager within the Public Health Division for the last three years. For another 11 years, she served in a variety of roles within HHS and Public Health. She also spent a year at MaineGeneral Health. Dow holds a BS in Business Administration from St. Michael’s College and is a Master of Public Health candidate at USM’s Muskie School of Public Service, with a degree anticipated in May 2021.
