3-24-15 PB Meeting

78 MCKINLEY COURT (GREAT DIAMOND ISLAND)

To Residents and Property Owners: The Portland Planning Board will hold a public hearing to consider proposed amendments to the 1985 Conditional Zoning Agreement (CZA) relating to Fort McKinley on Great Diamond Island. The amendment is requested by Portland's Director of Public Services to remove the open space designation from 1.25 acre site near the "laundry building" to allow for the proposed development of a City solid waste transfer and recycling station. The site would be leased from the Diamond Cove Homeowners Association.

The amendment to the CZA: allows the solid waste transfer and recycling station use; identifies the site to be removed from the open space designation; and includes a site plan of the proposed transfer station and the location of an old growth mitigation buffer of over 500 sq ft. The Planning Board will be making a recommendation to the City Council on the requested amendment to the CZA. Public comments will be taken at this meeting.

20 MARGINAL WAY; B-7 Zoning Text Amendment; Bangor Savings Bank, Applicant.
To Residents and Property Owners: The Portland Planning Board will hold a workshop to consider a text amendment to the B-7 Mixed Development District Zone, which would allow bank buildings of less than 20,000 sq. ft. that are located on existing lots of less than 20,000 sq. ft. to include drive-up bank facilities. The amendment is proposed in order to replace the current car wash with a 3 story bank/office building and drive through lanes.

The workshop is an opportunity for the applicant to present a plan to the Planning Board in an informal session which is open to the public. Public comments will be taken at this meeting.

To Residents and Property Owners: The Portland Planning Board will hold a public hearing to consider a site plan for a Rite Aid pharmacy at 709 Congress Street. The plan includes the demolition of the existing pharmacy and the construction of a new building with 11,715 sq. ft. and associated parking lot improvements. A conditional use application will also be considered for the addition of a pharmacy drive-through at the rear of the building. The site is within the B-2b zone.
