244 Preble Street - Neighborhood Meeting Notice

Dear Resident;

RE:  Back Cove South Storage Facility (BCSSF)

The Portland Department of Public Works would like to invite you to a neighborhood meeting to discuss the construction of the above referenced project.  The project continues the City's efforts to reduce combined sewer overflows (CSPs) to Back Cove and Casco Bay with the installation of a 3.5-million-gallon storage facility to be located under the Preble Street playing fields.  The project involves the following components:

  • Using pipe and structures to bring three individual CSO overflows from their current discharge locations to the storage facility.
  • Excavation within the playing fields to install the facility.
  • Installation of associated utility building to house the controls for the facility.
  • Installation of new storm drain within I-295 and Franklin Street on/off ramps.
  • Installation of back flow prevention to assist with the flooding of the Franklin Street corridor.
  • Installation of a force main to the intersection of Marginal Way and Diamond Streets.
  • Raising the current elevation of the soccer fields to address tidal inundation which limits use of the field.
  • Restoration of the soccer fields.

The City and their contractor are aware of the active use of the area and will ensure pedestrian access to the Back Cove Trail remains for the duration of the project.

The meeting is scheduled to be held:

Where:  Room 24 of City Hall, 389 Congress Street, Portland ME (room is located in the basement level of City Hall near the ATM machine)

When:  Wednesday, December 4, 2019, 5:30 p.m.  (the meeting should last approximately an hour)
